成都市新型农村合作医疗家庭账户效果分析

目的：分析家庭帐户的效果及其对新型农村合作医疗制度的影响。方法：选取了成都市3个设立家庭账户的县和1个未设立家庭账户的县，就其合作医疗的开展情况进行比较分析。结果：家庭账户与参合率的关系并不明显；设立家庭账户的3县住院补偿比都低于15％，并且其家庭帐户资金沉淀率分别达到了79．52％、41．49％和34．8006；未设立家庭账户的县住院补偿比虽然也只有15．01％，但在补偿受益率和补偿程度的平衡上更有优井讨论：家庭账户对参台率的影响并没有当初设想的那么巨大，并且它自身的缺陷阻碍了合作医疗的进一步发展。因此，合作医疗的门诊补偿应该向门诊统筹方向探索，着重解决门诊费用的高额部分。

ANALYSIS OF THE EFFECT OF FAMILY ACCOUNT ON NEW RURAL COOPERATIVE MEDICAL SYSTEM IN CHENGDU CITY

Objective:To analyse family account's effect and its influence on new rural cooperative medical system.Method:3 counties which had family account and one county which without it were selected,and then their situation of cooperative medical system were compared.Result: There was no obvious relation between family account and converge rate;hospitalization reimbursement ratios of 3 counties with family account were all lower than 15%,and their family account's fund deposition rotio came to 79.52%,41.49% and 34.80% respectively;hospitalization reimbursement ratios of the county without family account was also only 15.01%,but it had more advantages than these which have family account in banlancing benefit incidence rate and reimbursement degree.Conclusions: The influence of family account on converge rate was not so huge as expected before.Its defects also obstructed the further development of new rural cooperative medical system.Therefore,reimbursement mode of out-patient service should turn to think over risk pooling of out-patient service in order to reimburse the high expense part of out-patient service fee.
