基于利益相关者理论的深圳农民工社区首诊政策分析

目的：利用利益相关者理论对深圳农民工社区首诊政策进行分析,为改进政策提供建议。方法：利用深圳市社保部门、卫生行政部门的报表数据和对相关利益群体的访谈结果,结合二次文献分析,对农民工社区首诊政策进行研究。结果：各利益相关群体都是社区首诊政策的受益者,2006年以来,农民工参保人数与就诊人次数均大幅增加;参保农民工的次均门诊费用和次均住院费用均低于深圳平均水平,也低于全国平均水平;2008年参保农民工在一、二、三级医院及专科医院住院的比例分别为41.54%、50.65%、5.69%、2.13%。结论：由社保部门主导的深圳农民工社区首诊政策,发挥了合理分流患者的作用,是一种有效的社区首诊政策,各方均较为满意。建议增加门诊统筹封顶线,规范参保农民工的就医行为;改进结算方式,增强对社康中心及其所属结算医院的控费激励;增强参保农民工的参与性与自主选择性。

Analysis on First Contact in Community Health Organizations for Rural Workers in Shenzhen with the Stakeholder Theory
