陕西省神木县全民免费医疗考察与评价

通过赴神木县深度访谈、实地观察、分析公开数据,考察＂神木全民免费医疗＂进展。笔者认为：神木医改是神木县领导执政理念转变的产物;其制度设计科学、合理、先进;医改运行至今,秩序井然。其借鉴意义是：实现了医疗公平,开创了一种基本医疗高标准的保障制度,管办分离提高了管理效率,把制定和执行制度作为开展工作的核心。其实施中存在的问题是：医疗费用补偿机制不合理、对预防保健和健康促进行为方面重视不够、药品＂三统一＂使药价不降反升等。
