| 摘 要： | 本文收集国内外文献、中央与部分城市关于推进双向转诊的政策,运用PEST方法,从政治、经济、社会、技术4方面分析双向转诊的外部环境,探讨医院与社区卫生服务机构双向转诊在政治、经济、社会、技术层面所面临的问题,简要提出相应的建议。
