| Abstract: | This paper mainly analyzes the rule of innovation, and the relation between scientific innovation evaluation and scientific literature evaluation, proposes that the scientific literature evaluation should follow the rule and direction of innovation development so as to provide better service for the scientific innovation based on the problems and challenges envisaged in the scientific literature evaluation. |
