摘    要:目的为医院绩效考核管理提供科学可靠、完善全面的指标体系和方法,为医院的战略发展提供科学引导和评估。方法以平衡计分卡理论为出发点,以绩效管理方法和要义为精髓,从财务、顾客、内部流程、学习与成长4个维度出发,在课题组研究分析的基础上,并经过医院绩效考核领导小组和绩效考核管理委员会审议把关,分三个层次构建医院绩效考核管理指标体系。结果以平衡计分卡4个维度为出发点,建立岗位、科室和医院三个层级的医院绩效考核管理战略目标和考核指标体系,其中院级指标25个,科室指标3类44个,岗位指标3类33个。结论将平衡计分卡理论引入医院绩效考核管理指标体系的构建中,为医院管理者提供更全面、真实、系统的考核管理工具,为提高医院社会效益、降低运营成本、促进科学可持续发展、实现医院战略发展目标提供有力支撑。
