广州市SARS社会负担研究

目的:估计2003年SARS对广州市社会经济负担所造成的影响。方法:对16所SARS病人指定收治医院或收治病人数超过10例医院2002、2003年医院业务收入进行比较;对受SARS影响较大的部分行业2003年业务收入,以及广州市政府有关部门关于SARS的有关政策规定及有关开支情况进行分析。结果:SARS对广州市的社会负担主要表现为收入减少、支出增加。粗略估计总社会负担约为110亿元人民币。其中16所SARS病人收治医院业务收入,与2002年同期相比,2003年减少约1.7亿元;其它受影响较大行业社会负担超过100亿。结论:作为一种新的重大传染病,SARS造成的社会负担要远高于病人群体的直接负担和间接负担,公共卫生突发事件应对处理不仅仅是公共卫生问题,所产生的是一个社会问题。

Study on social burden of SARS in Guangzhou

Objective:To evaluate the social economic burden of SARS in 2003 in Guangzhou.Methods:The 2002 and 2003 income of the 16 designated hospitals for SARS treatment and other hospitals which treated over 10 SARS patients were compared.The 2003 income of some of the industries which were significantly affected by the SARS epidemic,the SARS-related policies and regulations formulated by Guangzhou Municipal Government and relevant expenditure were analyzed.Results:The social burden of SARS in Guangzhou was mainly represented by decrease in income and increase in expenditure.It is roughly estimated that the social burden of SARS exceeded 11 billion RMB.The total income of the 16designated hospitals for SARS treatment in 2003 dropped by RMB$170,000,000 as compared with 2002.the social burden of SARS on other industries amounted to RMB $10,828,000,000.Conclusion:As a newly emerged infectious disease,the social burden of SARS is much greater than the direct and indirect health costs on patients.Handling emergent public health incidents is not only a public health issue,but also a social issue.
