浙江省农村贫困人群医疗救助政策及其效果

阐述了浙江省农村最低生活保障制度的建立以及医疗服务的需求和利用情况。经调查表明,浙江省虽然不断深化社会保障制度改革,完善各项社会保险和社会救助政策,初步建立了多层次、广覆盖的与经济发展相适应的社会保障体系,有效地保障了困难群众的基本生活。但是,部分群众生活仍较困难。特别是因病致贫、因病返贫的问题比较突出。为此,加快建立和完善农村医疗救助体系,既是解决农村贫困群众医疗问题的有效措施,也是进一步完善医疗保障制度的重要内容。并就如何为农村贫困者提供医疗救助问题和提高医疗资源的利用率提出了建议。

Policies for medical aid to poor populations in rural Zhejiang and their effect

The paper gives an account of the establishment of the minimum standard of living system and the demand for and use of medical services in rural Zhejiang. Surveys indicate that despite constant efforts to deepen reform in the social security system and to improve various social insurance and aid policies and despite the establishment of a multi-level social security system featuring wide coverage and adaptation to the economic development, which has ensured a certain basic living standard of the poor, some rural populations are still living in dire poverty. The issue of disease-induced poverty and disease-induced return to poverty is especially prominent. Thus accelerated efforts to set upi and constantly improve a medical aid system in the rural areas are both effective measures to provide medical services to the rural poor and an important part of the further improvement of the medical security system. The paper also puts forward suggestions for ways of providing medical aid to the rural poor and enhancing the utilization of medical resources.
