实施避孕节育知情选择的障碍及其对策

目的 :了解实施避孕节育知情选择的障碍及对策。方法 :从政策与管理、技术服务和群众三个层面系统分析实施避孕节育知情选择过程中的一系列障碍。结果 :通过分析发现知情选择的障碍有 :管理人员的认识参差不齐 ;传统的计划生育考核模式 ;缺乏实现性和生殖权的条件 ;不同社区团体缺乏合作 ;服务人员与服务对象之间权力与知识的不平衡 ;咨询和服务往往不能满足个性化需求 ;计划生育服务的“医疗模式”;选择的方法不可得 ;群众参与不够 ;男性参与的积极性不高 ;未婚人群的参与意识薄弱等。并提出了相应的对策。结论 :要实施避孕节育知情选择 ,必须排除现有的障碍。

The Barriers to the Implementation of Informed Choice on Contraceptives and Their Countermeasures

Objective: To explore the barriers to the implementation of informed choice and the countermeasures. Method: Barriers and countermeasures to the implementation of informed choice in reproductive health service were analyzed from different aspects including policy & management, technical service and people who need reproductive health service. Results: There were a number of barriers impeding the implementation of informed choice on contraceptives. They were: low cognition level of management staff at different levels; banal assessment system of family planning program; lack of essential condition of realization of sexual and reproductive rights; inefficient cooperation among different community organizations; imbalances of rights and knowledge between service providers and clients; counseling and service not satisfying personalized needs of reproductive people; medical mode of family planning service; insufficient contraceptives available; poor extent of participation; weak enthusiasm of participation among male subjects; low consciousness of participation among unmarried people. To get rid of these barriers, a series of countermeasures were provided and discussed. Conclusion: Obviating the above-mentioned barriers is the prerequisite of implementation of informed choice.
