科学发展观视野下的医药卫生体制改革

q科学发展观的提出，与卫生改革、特别是与非典疫情有着非常直接的内在联系。因此，我们应该更加自觉地用科学发展观指导医药卫生体制改革。科学发展观第一要义是发展，为卫生改革指明了方向；核心是“以人为本”，为卫生改革提供了根本价值取向：基本要求是全面协调可持续，为卫生改革提供了基本行为准则；根本方法是统筹兼顾，为卫生改革提供了重要的方法论原则。

On medical and health system reform from the perspective of scientific outlook on development

Scientific outlook on development is closely related with health reform and especially with SARS epidemic and so we must use the theory to guide medical and health system reform more conscientiously. Development, the first and most important meaning ofthe theory, guides the right direction of health reform; put people first, the core of the theory, provides the fundamental valuefor-health reform; all-round, coordinated and sustainable, its basic requirements, is basic standards of health reform beilavior; and making overall considerations, its fundamental approaches, is important principle of health reform methods.
