对我国执业药师角色定位的思考

目的:为我国执业药师角色定位和未来发展提供建议,以促进我国执业药师资格制度和注册制度的完善。方法:通过分析美、日、德等发达国家执业药师的角色定位(如基本职责、岗位分布、主要考试内容等)与我国社会药房执业药师配备现状及存在的问题,提出相应策略。结果与结论:与美、日、德等发达国家相比,当前我国社会药房执业药师存在定位不明确,数量虽初具规模但配备比例仍非常低,因准入标准低而导致药学服务能力低下及社会地位不高,专业结构、学历结构均不够合理等现象。有必要借鉴发达国家将执业药师定位于药学服务,明确其角色与定位,尽快出台《执业药师法》,革新现今的执业药师考试制度,建立更加严格的准入制度,使之更接近大众的需求,同时有条件地允许"兼职"。

Thinking on the Role Orientation of Licensed Pharmacists in China

OBJECTIVE： To provide suggestions for role orientation and development of licensed pharmacists in China, and to promote the improvement of qualification system and registration system of licensed pharmacists in China. METHODS ： By analyzing the role definition of licensed pharmacists in developed countries as America, Japan and Germany （general responsibility, position distribution, main content of the examinations, etc.）, the situation and problems of licensed pharmacists in China, the corresponding strategies were put forward. RESULTS ＆ CONCLUSIONS： Compared with developed countries, the role orientation of licensed pharmacists is not clear in China; a large number of licensed pharmacists have assumed proportions of a minor industry, but licensed pharmacists occupied extremely low proportion; the low entry requirements lead to poor ability of pharmaceutical care, low social position, unreasonable structure of specialties and educational background, etc. It is necessary to target on pharmaceutical care and clear the role and role orientation of licensed pharmacists learning for the experience of developed countries. Licensed Pharmacists Law should be issued as soon as possible. Existing licensed pharmacist examination system should be reformed and strict entry requirements to be close to the public; simultaneously, licensed pharmacists＇ concurrent post is permitted conditionally.
