昆山市医疗卫生单位突发化学中毒事故应急能力现状及对策

通过对昆山市部分医疗卫生机构的调查，发现其在突发化学中毒事件应急能力方面表现为“硬件”强、“软件”弱的特点，即应急物资配备、专项经费支持、组织机构设置、信息系统建设等“硬件”部分均配备到位，但重视程度、人员素质、风险意识、演练培训、技术能力等“软件”方面还比较欠缺。针对这一特点，笔者建议通过提高应急重视程度、培育精干应急队伍和强化应急培训演练等措施提高突发化学中毒事件的应急能力。

Present situation and countermeasures of emergency response capability for sudden chemical poisoning in medical and health institutions

Based on the investigation of health and medical institutions in Kunshan City, the emergency response capability for sud- den chemical poisoning performs as the characteristic of ＂hardware＂ strong and ＂software＂ weak. The ＂hardware＂ aspects such as emergency supplies equipment, special funds support, organization setting, construction of information system , etc are strong, but the ＂software＂ aspects such as attention, the quality of personnel, risk consciousness and practice ability training, technical abili- ty, etc are still lacking. According to this characteristics, this paper suggests to improve the emergency response capability for sud- den chemical poisoning via raising the ideological emphasis degree, cultivating capable emergency teams, strengthening emergency training and exercises and so on.
