高校院（系）党政联席会议制度的执行需要靠人,因此,＂人＂是该制度的内涵。这个内涵外在表现为民主与集中的关系,学术权力与政治权力间的关系,党务工作与行政工作间的关系,班子成员与成员间话语权的关系;体现在个体上主要表现为学术背景、行政能力和个性特征。党政联席会议制度和干部工作是院（系）发展的两根支柱,党政联席会议从制度设计上可以在一定程度上保证党务一把手在决策中发挥作用,学校党委在选人、用人时,要考虑人选的学科背景、行政能力和个性特征,使党政联席会议制度发挥其应有的作用,促进院（系）全面、长远地科学发展。

It depends on people to implement the party-government meeting system in colleges and universities,thus people are the connotation of the system.
