| 摘 要： | 面对新型冠状病毒感染疫情（简称新冠疫情），公共卫生安全治理不只是卫生行政部门的治理，而是需要全政府、全社会的协同参与。本文基于公共卫生安全治理结构和协同治理理论，以及实证研究，就我国抗击新冠疫情的相关举措，概述我国公共卫生安全协同治理结构与阶段性演进逻辑，为我国全面提高依法防控依法治理能力、完善公共卫生安全治理体系提供参考。

| Abstract: | In the face of the coronavirus disease 2019 (COVID-19) epidemic, public health security governance is not just for the health administration, but requires the collaborative participation of the whole government and the whole society. In this paper, we outlined the public security collaborative governance structure and staged evolution logic in China during the prevention and control COVID-19 epidemic based on public health security governance structure and collaborative governance theories, as well as empirical studies for providing a reference to the improvement of public health security governance system in China. |
