境外航空器电讯检疫监管模式探讨

目的探讨境外航空公司的入境航空器电讯检疫监管模式。方法对中国国际机场已开展航空器电讯检疫的情况进行调查研究，提出境外航空公司的航空器电讯检疫监管办法。结果国内已经有部分国际机场开展了电讯检疫工作，取得了一定的经验；国际上也有部分国家开展了入境航空器的电讯检疫。但从中国已经实施的电讯检疫的机场的具体情况来看，实施办法类似，都要求固定航线的固定航空器。这就把不固定航空器航线境外航空公司排除在外。因此有必要做出改进。结论通过对航空公司及其人员、卫生制度、疾病控制措施进行认可，使该公司的一部分或大部分航空器具备电讯检疫的条件。

Discussion on the supervise mode of the telecommunication quarantine to overseas aerostats

Objective To discusses the foreign airline's entry aircraft telecommunication quarantine supervision pattern. Methods To study the means of aircraft telecommunication quarantine in the international airport of our country, to take some advise of how to implement the foreign airline's aircraft telecommunication quarantine. Results A part of international airports in our country have implemented the telecommunication quarantine services for entry aircraft, and have gained certain experience. Some countries also have developed the entry aircraft's telecommunication quarantine. But the telecommunication quarantine's airport's special details which already implemented from our country, the same as our implementation means, which requests trunk line's fixed aircraft. This removes not the fixed aircraft route foreign airline in outside. Therefore has the necessity to make the improvement. Conclusion Through evaluating the airline's health system, the disease control measures and so on, we can certificate part or most of of the company's aircraft for entry telecommunications quarantine.
