当前农村合作医疗面临的问题和对策

目的:为了探新农合可持续发展对策。方法:分析新农合中运行中存在的些问题,如医疗管理部门对新农合制度运行中存在的各种困难认识不足,医疗服务机构对新农合惠民服务理念认识不足。结果:以单纯使农民受益的报销政策,一定程度上刺激了医疗费用的增长。住院人数大,基金支出大幅增长,面临基金透支风险。结论:提出加强领导、强化管理、完善制度,适时提高筹资的水平,改革新农合报销政策、探索新农合的管理机制、合理分配卫生资源,控制医疗费用不合理增长。合理分配农合基金,设立门诊统筹基金,激发定点医疗机构在农合管理主动性等措施。

New rural cooperative medical care problems and countermeasures

Objective: In order to make the sustainable development on NRCM.Methods: Through analysis some problems in NRCM, such as health care management department for the NRCM of farmers there is inadequate understanding of the difficulties,the medical sector,the NRCM inadequate understanding of the concept of Waste Management services.Results: To enable farmers to benefit from a simple reimbursement policy,to some extent,stimulated the growth of medical costs,hospitals,and fund expenditure growth,the risks facing the Fund overdraft.Conclusion: To strengthen leadership,strengthen management,improve the system,the right time to raise the level of funding,the reform of the new reimbursement policy on NRCM,explore new management mechanism,a rational allocation of health resources to control unreasonable medical expenses increase.All reasonable distribution of agricultural funds,the establishment of out-patient co-ordinate fund to stimulate agricultural sentinel medical institutions in the management of the initiative and other measures combined.
