公立医院改革从厘清“跨越式发展”寻求突破--破解医改难点的三个根结

公立医院缺少财政支持，“跨越式发展”是不正常的。给患者提供了比较先进的医疗服务，但加重了患者的费用负担；给医生提供了发展机会与福利，但要求医生完成创收指标；医生成为创收机制的替罪羊，又无奈地吃患者，医患关系恶化，伤医事件多是可怜人向无辜者进行报复。要锁定“跨越式发展”这个题目，深入研究，进行思想教育，破解这三个根结，为医改寻求突破。

Defining public hospital excessive development as a breakthrough -- solving 3 difficulties in healthcare reform

Under the precondition of lack of government input, it is disordered that public hospital gets excessive development. The excessive development has given patient advanced medical care but added patient’s economic burden. It has given doctor’s opportunities on discipline development and welfare but directly linked with income he made for hospital. Doctor is the scapegoat of hospital operation mechanism. The worsening doctor and patient relationship is the revenge from the wretch to the innocence. Professional education may be the breakthrough on breaking the 3 circles and promote healthcare reform healthy development.
