| 摘 要： | 新型农村合作医疗建立10年，在缓解农民“看病难、看病贵”，提高农民健康水平等方面作出了突出贡献，但过低的统筹层次严重影响参合农民就医的效率。基于海南省新型农村合作医疗实际情况，实行省级统筹，才能满足参合农民日益增长的医疗卫生服务需求。

| Abstract: | The New Rural Cooperative Medical System has made outstanding contributions in relieving farmers in ＂seeing a doctor is difficult and expensive＂, and improve farmers＇ health in ten years, but it seriously affect efficiency of farmer which join in the new type of rural cooperative medical see a doctor in the low level of plan. Based on the actual situation of the New Rural Cooperative Medical System in Hainan Province, which carry out the provincial - level overall planning can meet the growing need of farmers＇ health service. |
