| 摘 要： | 我国农村合作医疗制度的变迁是一个历史性的过程,在这个过程中由于农民、政府以及医疗机构等利益团体的非均衡性博弈,导致了制度供给的滞后性问题,从制度变迁的初级行动团体、次级行动团体以及制度装置的角度分析制度变迁的非正常性滞后问题的成因,是一种可行的方法.本文尝试运用制度经济学的方法对农村合作医疗制度的非正常性滞后问题进行初步的探索,并对当前的研究进行简单的评价.

| Abstract: | The transition of rural cooperative medical system has been a historic process,due to the uneven interests existed among different interest groups between rural farmers,government and medical institutes,which resulted in the provision of this system that lagging behind the demand.The author adopts the system analytical approach,in the point of view of behavior of the primary group and the secondary group and system setup to analyze its causes.The author tries to applying the analytical method of system economics to probe into the causes and also offers brief comments on the current research related to this. |
