研究生教育二级管理初探

我国高等教育发展战略的实施。使研究生教育规模有了跨跃式发展，迫使我们将管理职能、重点由校级向二级学院下移，实施研究生的二级管理，充分发挥二级学院在研究生管理培养方面的积极作用，在研究生的招生、培养、学籍、经费、档案与政审等方面逐步规范、科学化，全面提高研究生的管理水平。

Approach on two-grade administration of graduate students education

The implementation of the development strategy of high education in our country has already made the graduate education scale develop skippingly, which compels us to transfer the administrative function and emphasis from university level to college level and to carry out two-grade administration of graduates. Thus, it can give full free rein to the second grade college to play an active role in the management and training of graduates.
