4种方法在社区卫生服务中心管理质量综合评价中的应用比较

目的通过4种方法在社区卫生服务中心管理质量综合评价中的应用,比较4种方法在社区卫生服务中心管理质量综合评价中的优缺点。方法运用层次分析法、秩和比法、综合指数法及综合评分法综合评价6所社区卫生服务中心的管理质量。结果4种方法的评价与排序各不相同,层次分析法与秩和比法的评价结果完全一致,综合指数法与前两者的评价结果略有差异,而综合评分法与前三者结果差异较大。结论4种方法均可应用于社区卫生服务中心管理质量的综合评价,层次分析法可靠性高,计算简便,但主观性强;秩和比法在指标转换为秩次时会丧失一些信息,但没有严格的使用条件的限制,效果较好;综合指数法计算简便,但缺乏理想的计算模型;综合评分法建立在专家评价基础上,但主观性强且累计缺乏理想模型。

Comparison of 4 Overall Evaluation Methods for Management Quality of Community Health Service Center

Objective To compare the advantages and the shortcomings of 4 methods to evaluate the management quality of community health service center comprehensively.Methods To evaluate the management quality of community health service center by using methods of rank order analysis(ROA),rank sum ratio(RSR),multiple indexes(MI) and multiple grading(MG).Results The evaluated results with the 4 methods presented differences.The results evaluated by ROA and RSR was completely consistent,the result by MI was a little different from those by ROA and RSR,and the result by MG was greatly different from those by the three above.Conclusion The 4 methods are all suitable for evaluating management quality of community health service center and each has its own advantages and shortcomings.Among them ROS is of higher reliability,simple for calculation,but with a strong subjectivity;RSR may lose some information as it operates,but it is of better effect when there is no restrict limit of applying condition;MI is simple for calculation,but without ideal calculating model;MG is based on evaluation by the experts,but with a strong subjectivity and without an ideal model for total.
