| 摘 要： | 通过对国际上较普遍实行的福利型、保险型和自保型三类医疗保障制度立法情况的比较与分析，提出了对我国制定医疗保险法的启示和建议，即必须强调医疗保障公平和效率，实行强制参保，并结合其他福利政策，向弱势人群倾斜。

| Abstract: | We compared and analyzed three international popular health security systems of welfare- , insurance- and self-insurance - type, gave suggestions for our country＇s health security system. In other words, we had to improve equity and efficiency, carried out compulsive health insurance, and attached importance to the weak group with other welfare policy. |
