改善医疗民生，加快城市社区卫生服务建设的思考

医疗卫生是社会保障的重要组成部分，政府对医疗服务、医疗保险、医药市场的有效管理，是促使医疗保障制度有效解除国民疾病医疗后顾之忧的必要条件。社区卫生服务是社会保障体系的重要组成部分，着眼于广大人民群众的基本医疗保健需求，其目的是提高全民的健康素质和水平。完善以社区卫生服务为基础的新型城市医疗卫生服务体系是建设覆盖城乡居民的公共卫生服务体系、医疗服务体系、医疗保障体系、药品供应保障体系的基础，也是改善医疗民生的网底。长期以来，医疗资源分布不均衡，社区医疗投入不足，发展滞后，已成为影响医疗公平和医疗事业和谐发展的重要因素，关注和改善医疗民生必须从财政投入、医疗规划和人事制度扶持等方面建立长效机制，凸显社区卫生服务公益性。
