| 摘 要： | 在分析我国突发事件应对管理现状基础上,研究建立政府突发公共卫生事件应急管理组织结构.文章构建了三级应急管理常设中枢机构以及卫生行政部门应急管理办公室,并运用ICS思想,创建了应急管理指挥中心的组织模式.构建的上述机构形成了以中枢机构为主,结合卫生领域协调机构的完整应急管理组织体系.

| Abstract: | Based on analyzing current situation of emergency management in China, the emergency management organization system in public health is structured. The emergent management system is divided into three levels, and it can realize multi--level cooperating in coordination when emergency of public health happen. |
