岷县西寨镇合作医疗试点制约因素分析与思考

岷县西寨镇舍作医疗试点工作自1999年6月启动实施以来，经过5年的艰辛探索，使广大农民群众，尤其是贫困人口、脆弱人群及偏远山区群众，对基本卫生服务的可及性与利用能力有了一定程度的提高，改善和提高了他们的健康水平和自我保健意识。但是，由于当地经济发展缓慢，群众生活还比较困难，文化素质低，健康保健意识差；筹资困难，参保人数少，抗风险能力弱；加之相关部门对合作医疗支持与宣传不到位，大多数群众对合作医疗产生了种种疑虑，致使西寨镇合作医疗的试点工作举步维艰．在国家推行农村新型合作医疗的大环境中，失去了仅有的一点吸引力而被迫终止实施。

Analysis and Consideration on Factors Affecting CMS Piloting in Xizhai Township of Minxian County

Since June 1999,CMS scheme has been implemented in Xizhai Township of Minxian County for more than five years. It has to some extend improved affordability and utilization of health care for the poor particularly the vulnerable population and people living in remote areas and increased their health standard and awareness of health prevention. However,due to slow economic development,difficult living situation,little education and poor awareness of health protection,it is hard to raise CMS funds and have more people to join CMS scheme. Therefore,this scheme has limited ability to act against risk. And due to lacking of governmental support and enough advocacies,a lot of people began to doubt CMS scheme. Although national government is now encourage to adopt new CMS scheme in the whold county.The CMS pilot in Xizhai Township has to be stopped dut to the above mentioned difficulties.
