| 摘 要： | 新型农村合作医疗制度是农村居民获得基本卫生保健服务的重要保证，在目前新农合保障程度不高的情况下，农村医疗救助制度则是提高农村困难群体卫生服务利用、实现卫生保健公平性的基础。只有两个制度有效衔接，在农村医疗保障体系中发挥协同作用，才能最大限度地实现人人享有基本卫生保健。本文在分析我国农村医疗救助制度现状和存在问题的基础上，就两个制度的衔接机制进行探讨，并提出了两个制度衔接的运行模式的政策建议。

| Abstract: | New Rural Cooperative Medical System （RCMS） is an important scheme to ensure rural residents to get basic health care. Rural Medical Assistance （MA） plays a basic role to increase rural vulnerable resisdents＇ health services utilization and reduce inequity in health care, while the RCMS reimbursement rate is relatively low at present. Only when MA and RCMS is really linked and play a collaborative effect, is it possible to accomplish the goal of basic health care for all. The paper first analyzed the current situation of MA and the problems, then discussed the linking mechanism of two systems and raise some policy recommendations on financial operation model for the two systems linking. |
