基于霍恩—米特模型的互联网医疗政策执行影响因素分析

目的分析互联网医疗政策执行过程中的影响因素，为促进互联网医疗健康持续发展提供参考。方法 基于霍恩—米特模型，从政策目标、政策资源、政策执行方式、执行机构特性、执行者价值取向和系统环境6个维度，对互联网医疗政策执行影响因素进行分析。结果发现部分互联网医疗政策目标不够具体，政策顶层设计不完善，政策执行不到位，执行机构间职能权限存在差别，执行者存在价值差异，政策环境有待完善等问题。结论应细化政策实施目标，完善执行细则；完善政策顶层设计，制定产业发展标准；丰富政策执行方式，确保执行效果；加快技术融合，培养复合人才；打破部门权限壁垒，加强沟通交流；结合系统环境特点，针对性提升居民健康水平等，以避免互联网政策执行目标产生异化现象。

Analysis of Influencing Factors of Internet Medical Policy Implementation Based on Horn-Meter Model

ObjectiveTo analyze the influencing factors in the implementation of Internet medical policy in order to provide reference for promoting the sustainable development of Internet medical health.MethodsBased on the Horn-Meter model, the influencing factors of the implementation of Internet medical policy were analyzed from six dimensions: policy objectives, policy resources, policy implementation methods, characteristics of implementing institutions, value orientation of implementers and system environment.ResultsSome Internet medical policies goals were not specific enough, the top-level design of the policy was not perfect, the implementation of the policy was not in place. There were differences in the function and authority of the executing agencies.There were differences in the value of the implementers, and the policy environment needed to be improved.Conclusion It should refine the policy implementation objectives, improve the implementation rules; improve top-level policy design and formulate standards for industrial development; enrich the ways of policy implementation to ensure its effectiveness; speed up technology integration and cultivate composite talents; break down barriers of authority and strengthen communication; combine with the characteristics of the system environment, and the health level of residents should be improved in order to avoid alienation of the implementation goals of Internet policies.
