目标与关键成果法在提升医联体基层卫生服务能力中的实践与探索

目的在医联体管理中引入目标与关键成果法（OKR），以提升基层医疗卫生服务能力和水平。方法在天津某区域医联体内实施OKR，基于OKR标准实施流程，构建基层医疗服务能力评价标准体系，制定相关的考核指标，发挥沟通优势，并做好监督和持续改进。结果基层医疗机构在基本医疗服务、公共卫生服务能力和患者满意度方面均取得了显著提升。结论OKR模式可丰富医疗机构管理手段，为提升医疗机构精细化管理水平，实现高质量发展提供了工具。

Practice and Exploration of Objectives and Key Results in Improving the Primary Health Service Capacity of Medical Alliance

ObjectiveTo improve the ability and level of primary medical and health services by introducing the Objectives and Key Results (OKR) into the management of medical alliance. MethodsThe OKR was implemented in a regional medical alliance in Tianjin. Based on the standard implementation process of OKR, the evaluation standard system of primary medical service capacity was constructed, the relevant assessment indicators were formulated, the communication advantages were played, and the supervision and continuous improvement were done.ResultsThe primary medical institutions achieved significant improvement in basic medical care, public health service capacity and patient satisfaction.Conclusion OKR mode can enrich the management means of medical institutions, and provide a tool for improving the fine management level of medical institutions and achieving high-quality development.
