| 摘 要： | 管理体制改革是公立医院综合改革的关键点.医疗体制的类型决定公立医院管理体制的选择.本文在比较政府举办服务体制和政府购买服务体制下公立医院管理体制的主要精神、组织结构和制度安排的基础上得出结论：立足于需方立场并以治理为导向和以购买为核心推动公立医院管理体制改革理应成为我国公立医院管理体制改革的根本选择.

| Abstract: | The management system reform is the key of public hospitals＇comprehensive reform.The type of medical system determines the selection of public hospital management system.Based on comparison of the main spirit,organizational structure and institutional arrangement of public hospital management system under the government holding model and government purchase of services model,we can conclude that it should be based on the demand side position,the governance orientation,and purchase of service as the core to promote the public hospitals management system reform,which is a fundamental choice of the public hospital management system reform in china. |
