深圳宝安社康中心运行机制改革对门诊费用的影响

目的:评价深圳市宝安区社康中心运行机制改革对门诊费用的影响。方法:选取深圳市宝安区观澜街道的社区健康中心为试点干预组,临近的松岗街道社区健康中心为非随机对照组,形成非随机对照前后测量的类实验设计。利用试点组和对照组从电子信息系统导出试点开展一年前及一年后的社康门诊电子数据,采取双差法(Double Differences)的评估设计和数据分析。结果:在控制了年龄、教育程度、付费类型的影响和两组基线差异和其他外部因素后,通过中位数回归,结果表明试点改革使门诊费用下降3.21元(P<0.001)。结论:深圳市宝安社康中心运行机制改革使得门诊费用得到了下降,促进基本医疗功能充分发挥。
