摘    要:卫生人力资源是卫生资源中最重要的组成部分,是卫生系统维持和强化自身功能的关键,是卫生事业发展的决定性资源.文章分析了在卫生体制改革与创新的基础上优先发展卫生人力资源的战略意义,并对卫生人力资源优先发展战略进行了设想与构建.

Abstract:As the most important component of health resources,health human resources is the key to maintain and strengthen its own function,and the definitive resource for the development of health service.The strategic significance of prior developing health human resources based on health reform and innovation was analyzed.Then,strategies to prior develop health human resources were discussed.
