| 摘 要： | 目的:了解艾滋病防治机构对政策的执行情况及存在的问题,针对防治工作提出相关对策和建议.方法:对河南省四个艾滋病高发县的艾滋病防治机构重要负责人进行问卷调查,对调查结果进行打分及分析.结果:政策总体执行平均得分89.7分；县级机构对政策文献的执行比乡卫生院和村卫生所的执行稍好(平均得分分别为93.2、85.5、88.2分)；县自制政策文献执行平均得分97.1分.讨论:基层政策与上级政策制定具有同步性与创新性,预防救治工作落实得很好,但乡级和村级相关机构落实相对差,相关部门需结合实际,增强协同度,提高执行能力. |

| Abstract: | Objective: To understand the policy implementation situation in AIDS prevention and cure organizations and the problems,and give suggestions to these problems.Method: Selected four counties of high-incidence of AIDS in Henan province,conducted a questionnaire survey for people in charge of AIDS prevention and cure organizations,and did a statistical analysis.Results: The average score of policy implementation of all organizations was 89.7.The county score was higher that of township and village organization... |
