上海地区精神疾病患者肇事肇祸的现状分析

目的了解上海地区因肇事肇祸(及有肇事肇祸倾向)的精神疾病患者的一般情况,评估其造成的经济损失及防治成本。方法采用精神疾病信息监测系统收集从2005年7月1日至2006年6月30日全市因肇事肇祸(及有肇事肇祸倾向)原因登记的精神疾病患者的资料,进行统计分析。结果共得到上述病例1068例,上海户籍607例,外地户籍461例。主要病种为精神分裂症(73.03%)。54.40%为肇事事件,2.99%为肇祸事件,42.60%为防肇事肇祸。收治共动用警力1951人次。每例住院患者平均住院费用为5951元。结论精神疾病患者肇事肇祸情况依然严峻,需要政府更加重视以及各部门协调配合。同时对外来人口精神疾病监测不足的问题急切需要解决。

Investigations of rate and cost for troublemaking of psychotic patients in Shanghai

Objective: To maintain the data from troublemaking psychotic in Shanghai city between July 1st in 2005 and June 30th in 2006 , get the rate, loss and expense of prevention and cure of troublemaking psychotic. Methods: Collected the information through Shanghai psychotic monitor and manage system to get the statistics and analytical. Results:Totally monitored 1068 example, the register in Shanghai 607 example, other parts 461 example. The main disease is schizophrenia(73.03%).Five hundred and eighty-one cases caused trouble affairs, 32 cases led to disaster affairs. Totally used police strength 1951 times, the average hospitalization cost was 5951 yuan per case. Conclusion:A circumstance that psychotic lead to disaster is still rigorous, it needs more values and each section of government should care about it. The prevention and curing the troublemaking psychotic in the floating population is important.
