通过对新疆生产建设兵团卫生统计资料的分析，得出的结论是：近年来兵团各级医院人力资源利用呈上升趋势，但人力资源过剩，结构不合理，素质较低，人力资源利用效率有待提高。据此，提出兵团各级医院制定卫生人力规划时应注意的几个问题。
