| 摘 要： | 目的：构建公立医院收支综合评价指标体系。方法：按照科学性、导向性、操作性和推广性等原则,综合考虑专家问卷意见和实际工作情况选择评价指标,以层次分析法确定指标权重,以线性综合加权法计算医院收支综合评价指数,并以某综合性医院2003-2007年收支综合评价进行验证。结果：设计出以收入指数、支出指数、收支结余指数为＂度＂,包含20个基础层指标为＂级＂的三度二级指标体系,实评结果表明,某院2003-2007年收支综合评价指数呈现出＂V＂字型变化特点,从2003年的最高值（0.609 5）下降至2004年的最低值（0.142 3）,然后出现逐年上升趋势,各基础层指标发展呈现出不均衡性,与实际情况基本相符。结论：该文提出的公立医院收支综合评价体系是一种实用、有效的量化管理工具,值得推广应用,并认为应强化政府公共医疗卫生责任,加强收支关键点控制,建立健全科学、规范的公立医院收支监管模式。 |
