科学配置卫生检疫技术资源夯实卫生检疫技术基础

[目的]提高卫生检疫技术资源配置的科学性和合理性,构筑坚实的卫生检疫技术基础,促进卫生检疫事业健康长远发展。[方法]通过分析卫生检疫面临的挑战和机遇,总结现行监管模式存在的结构性问题,提出改革建议。[结果]应从组建卫生检疫技术中心；完善卫生检疫执法人员专业资格,合理配备口岸卫生检疫人员等3方面进行改革。[结论]科学合理地配置卫生检疫技术资源,强化技术支持和保障作用,对提高卫生检疫监管整体水平具有重要作用。

Consolidating the Health Quarantine Foundation through Rational Resources Allocation

Objective To enhance the scienfificness and rationality in the allocation of technical resources of health quarantine,build up a strong technical foundation for health quarantine and boost the long term healthy devdopment d the cause of health quarantine.Methods Through an analysis on the challenges and opportunities health quarantine was confronted with,to review the structural problems in the existing su- pervision mode and put forward suggestions on refonns.Result Reforms shall be implemented in the following three areas,i.e.to set up heath quarantine technical centers,optimize the professional qualification of legal enforcement personnel on health quarantine,appropriate allocation of personnel on health quarantine at Forntier port.Conclusion Scientific and appropriate allocation of the technical resources of health quaramtome and strengthened technical support and assurance are of great importance to the improvement of the overall standard of supervision in heath quaran- tine.
