| 摘 要： | 新校区校园文化建设及管理模式创新存在有利条件和制约因素，意义十分重大。加强该工作须坚持明确导向、瞄准一流、创新体制、突出特色、分步实施的指导思想，健全领导机构，制定发展规划，文化设施做到统一规划、统一建设、统一使用、统一管理，文化活动做到健全规章制度、健全管理网络、健全奖惩机制，并处理好主旋律与多样性、发展繁荣与规范管理的关系。 |
