创建国际卫生海港模式研究

为提高我国海港口岸传染病顶防和控制水平，增强应对国际关注的突发公共卫生事件的能力，根据《国际卫生条例（2005）》、《中华人民共和国国境卫生检疫法》及其实施细则和有关法律法规及技术标准、技术规范等的要求，结合海港口岸实际，就创建“国际卫生海港”过程中的组织机构设立、职责分工、宣传教育，刨建“国际卫生海港”的任务、步骤、卫生控制方案及报告、卫生控制能力的保持等方面的内容、方法进行了深入调查研究，建立了创建“国际卫生海港”的模式，为我国海港口岸创建“国际卫生海港”工作起到积极的促进和指导作用，具有重要的现实意义。

Study on the Patterns of Establishing International Sanitary Seaport

To improve the ability of infectious disease control at China's ports and strengthen the ability of responding to public health emergency of international concern, according to the requirements of International Health Regulations (2005), Frontier Health and Quarantine Law of the People's Republic of China and its specific rules, relevant national laws and regulations, technical rules and standards, this article starts from the actual situation at ports, deeply investigates and researches contents and methods of establishing an International Sanitary Port, like organization structure formation, responsibility division, publicity and education, task, procedure, technical program and reports of sanitary control and maintenance of sanitary control ability to discuss the mode of establishing an International Sanitary Port. It can play a role for the instruction and promotion of the establishment of International Sanitary Port at national ports and has significant realistic meaning.
