| 摘 要： | 政府规制是现代市场经济不可或缺的制度安排。中国医疗行业的种种问题是由于面对医疗市场失灵而缺乏科学有效的政府规制制度体系以及由此导致的政府规制失曼。因此，中国来来医疗体制改革成功与番的关键在于：在推进医疗市场化改革的同时，改进和优化政府规制制度，实现市场机制与政府规制机制的有机结合。

| Abstract: | Government regulation is the indispensable arrangement of the modern market economy. All sorts of problems in Chinese medical market are caused by the lacks of government rules and optimized regulations which had led to government failure.Therefore, the successful reform of Chinese medical industry in the future lies in the improvement and optimization of government regulation system during the advancement of market-based reform. |
