对我国医疗责任保险制度的分析及政策借鉴简

目的：在与机动车交通事故责任强制保险（简称“交强险”）的对比中,找出国内医疗责任保险（简称“医责险”）制度存在的问题,并就此提出相应的完善政策和措施。方法：在查阅相关资料,了解医责险和交强险实施现状的基础上,对二者在责任认定、推行模式、筹资机制等方面进行对比分析。结果：总结出交强险在政策制定和推行过程中的可取之处与医责险各方面的不足。结论：从政府、医疗机构、保险公司三方面提出完善国内医责险制度的具体建议。

The analysis and policy reference on medical liability insurance system in China

Objectives：In contrast with the CLIVTA, find out the problems of medical liability insurance system in China, and put forward the corresponding policies and measures to perfect this system. Methods：Analyze the medical liability insurance and the CLIVTA from the responsibility identification, implementation mode, financing mechanism these three aspects on the basis of accessing to relevant information and knowing about their current implementation status. Results：Sum up the merit of the CLIVTA in its process of policy formulation and implementation and the shortage of the medical liability insurance in all aspects. Conclusions：Put forward concrete Suggestions to perfect the system of medical liability insurance in our country from the government, medical institutions and insurance companies these three aspects.
