| 摘 要： | 分析当前的医院运行的环境及存在问题，论述并提出制订与医护人员劳务成本和价格一致的收费标准，完善各级各类医院补偿机制；构建完善以县（市、区）医院为枢纽的城乡两个三级医疗网，确保医疗资源的合理运用；建立乡村医学教育体系，培养农村用得上、用得起、留得住的医学人才；转变政府职能，卫生行政把该做的事做好，为医院创造良好的诊疗环境，确保医院改革健康发展的观点。

| Abstract: | Based on the analysis of external environment hospital faced and the problems, suggestions which can be described as setting cost - price matched medical service price standard, improving hospital compensation mechanism, strengthening county hospital centered three tiered health network, assuring medical resources rational use, strengthening township medical education and training system, transferring government responsibility and giving hospital good environment to assure hospital reform healthy development are presented. |
