基于多角度分析我国分级诊疗制度实施的对策研究

目的 分析我国分级诊疗体系面临的主要问题并提出对策建议。方法 通过文献研究和政策分析法,从管理、医学、经济、社会和文化等多角度对分级诊疗制度实施进行系统分析。结果 分级诊疗制度的顶层设计不够完善,基层医疗卫生机构的软实力有待提高,经济杠杆的作用没有得到发挥,解决“看病难、看病贵”问题的社会规则尚未建立,群众的就医理念亟待转变。结论 分级诊疗制度的实施并不理想,需要将其视为一项系统工程稳妥推进。

Research on the implementation countermeasures of health-care grading system in China based on multi-angle analysis

Objective To analyze the main problems faced in our health-care grading system and provide countermeasures.Methods Literature review and policy analysis were used to analyze the implementation of health-care grading system from multiple angles.Results The top-level design of health-care grading system is not perfect,the soft power of the primary medical institutions needs to be improved, the role of economic leverage has not been exerted, the social rules for solving the problem of “difficult and expensive to see a doctor” have not been established,and the concept of medical treatment needs to be changed.Conclusion The implementation of health-care grading system is not going well,needs to prudently advance it as a systematic project.
