| 摘 要： | 基于分析英国和我国守门员制度中相关方时社区居民的影响，文章提出守门员制度能否在我国持续运行的关键在于：控制医疗费用的不合理上涨和为社区居民提供方便、快捷的医疗服务。在守门员制度设计之初政府应起主导作用，提供制度和资金保障，创造一个竞争性的环境。

| Abstract: | Based on the analysis of influence to community people by relative departments of goalkeeper system between British and China, the paper points out that continued running of the goalkeeper system in China lies in controlling of the unreasonable rise of medical charge, and providing community people the convenient and shortcut medical service. Government must play the leader role in beginning of the goalkeeper system, provide the institutional and financial guarantee, and create a competitive environ. |
