公共财政视角下的医疗保险制度改革新选择

医疗保险制度改革是我国目前争论的焦点问题之一。争论的焦点在于医疗保险是否应该市场化，即如何处理国家与市场的关系。笔者认为我国政府参与应旨在为国民提供基本的医疗保障，同时应尽快实现医疗机构产权多元化，发展各种形式的医疗机构，满足不同人群的医疗需求。

Alternative on health insurance scheme reform in the perspective of public finance

The health insurance scheme reform is one of the controversial points currently. The highlight is whether the health insurance scheme will be based on marketization, namely how to deal with the relationship between state-controlled and market-oriented. It is suggested the involvement of China＇ government should aim to provide the essential health security, and achieving multiple ownerships of health facilities and developing various health facilities to meet with the different needs from different population groups.
