| 摘 要： | 介绍了“三医联动”改革快速突破的的政策研究项目的基本情况，该项目旨在论证“三医（医疗、医药、医保）联动”改革能取得突破性进展的途径和思路，以快速取得控制医疗费用过快增长，形成“价廉质优”药品容易销售的市场导向，消除高精尖仪器设备过度设置和利用，建立职工医疗保障制度稳定运作环境条件等效果，实现“以较低的费用获得较高质量的服务”的三医联动改革基本目的。 |

| Abstract: | This paper presents a brief introduction on the project policy analysis of the health reform breakthrough . This project aimed to develop the ways and ideas about health reform breakthrough, which can make the following effects: controlling medical expenditure over-increase, forming the market atmosphere that drugs with lower price and higher quality are more welcome in drug market, eliminating the over-utilization of expensive machines, and establishing an environment that medical insurance system can operate stably. Given these effects, the basic aims of health reform(higher quality services with the price of lower cost) can be realized. |
