闵行区预防保健经费项目化管理模式及效果分析

目的总结闵行区预防保健经费项目化管理模式及该模式的实施效果。方法定量与定性研究相结合分析比较项目化管理以来闵行区公共卫生的提供情况及项目管理对卫生行政部门、专业站（所）及社区卫生服务中心的影响。结果预防保健经费的项目化管理实施以来公共卫生服务提供的质、量逐年上升,同时项目化管理模式从管理上强化了专业指导机构在社区预防保健工作开展中的技术督导作用,提高了社区卫生服务中心的预防保健工作效率,加强了社区卫生服务中心内部管理改革。结论预防保健经费项目化管理对提高政府资金使用效率、深化社区卫生服务起到积极促进作用。

Application and Analysis of Project Management on Government Funds for Public Health in Minhang District in Shanghai

OBJECTIVE To summary the experience of project management of funds for public health and its effect.METHODS Quantitative and qualitative research was used in the paper.RESULT The quantity and the quality of public health services have been increasing since the implementation of project management.In additional,project management promote the development of public health,also strengthen the guidance of CDC and inner management in community health center.CONCLUSION It is proved in practice that the project management for funds of public health is of important significance to enhance the efficiency in use of government funds on public health, raise efficiency of community health service.
