保健机构“一院两制”管理的体会

摘    要:广西梧州市妇幼保健院实施“一院两制”的管理体制改革后 ,因配套政策滞后 ,现行的政策又不适用 ,带来了单位压力加大、管理问题增多和人员待遇差异的弊端 ,影响了改革的步伐。针对改革的难点 ,妇幼保健机构还是考虑按现有职能分解成两个独立的部分管理为好。同时制定相应的配套政策 ,完善内部的管理机制 ,对改革也有促进作用

Abstract:As the matching policy was behindhand, the active policy was not in point, some abuse influenced the inform such as largening the unit pressure, manifolding the management questions and personnel treatment difference after carrying out the management system of"one hospital two systems"in Maternity and Children Health Care Hospital of Wuzhou City, Guangxi Province. Aimming at the difficult points of the reform, it was good for the maternity and children health care organ to divide the existing function into two unattached partial management. At the same time the matching policy should be set down, the inner management mechanism should be perfected to promote the reform.
