公立医院医疗质量和安全的评价体系构建:基于PATH模型视角

目的 充分借鉴WHO设计的PATH模型在评价方面的成功经验，在我国公立医院评价领域引入PATH理论模型，构建公立医院医疗质量和安全评价指标体系。方法 运用文献分析法构建原始指标库，德尔菲法进行指标筛选，层次分析法计算指标权重。结果 构建基于PATH理论的公立医院医疗质量和安全评价指标体系,包含以病人为中心、以员工为导向、医疗效果与效率、社会责任、运营管理和持续发展6个一级指标，14个二级指标,40个三级指标，其中一级指标权重系数分别为0.1635、0.1743、0.1647、0.1653、0.1698和0.1623。结论 基于PATH理论的公立医院医疗质量和安全评价指标体系设计合理，专家权威性、积极性、意见协调性和集中程度均符合要求，体现多维度、多方面的评价特点。

Construction of evaluation system for medical quality and safety in public hospitals: a PATH model

Objective To make full use of the successful experience of the PATH model proposed by WTO, and to introduce the PATH theory model in the public hospital evaluation in our country, so as to construct the medical quality and safety evaluation index system of public hospitals. Methods Literature analysis, Delphi method and AHP were used to establish the original index database, select the index, and calculate index weight, respectively. Results The medical quality and safety evaluation index system of public hospitals based on PATH theory was constructed, which consisted of 6 first level indexes, including patient-centered, employee oriented, medical effect and efficiency, social responsibility, operation management and sustainable development, 14 two-level indexes and 40 three grade indexes. The index weight coefficient of the first level index was 0.1635, 0.1743, 0.1647, 0.1653, 0.1698 and 0.1623. Conclusion Based on the PATH theory, the public hospital medical quality and safety evaluation index system is designed reasonably. The experts' authority, enthusiasm, coordination and concentration are all in accordance with the requirements, reflecting the multi-dimensional and multi-faceted of the evaluation characteristics.
