基于集聚度的我国卫生人力资源配置公平性分析

摘    要:目的 分析我国卫生人力资源配置情况和变化趋势,为政府优化配置卫生人力资源提供参考依据。方法 收集2011 - 2016年我国卫生人力资源的相关数据,运用集聚度研究我国卫生人力资源配置的人口和地理公平性。 结果 我国卫生人力资源按地理和人口配置差异显著,青海、新疆等地区按地理配置的集聚度远小于1,但按人口配置的结果是,青海、新疆等地区的卫生人力资源集聚度比值均大于1;2011 - 2016年卫生技术人员和注册护士的配置公平性有所改善,其中人口配置下西部地区卫生技术人员和注册护士的集聚度比值分别达0.996和0.986;执业(助理)医师的公平性有待提高,至2016年中部和西部地区医师的集聚度分别为1.720和0.354。结论 进一步优化我国卫生人力资源配置的公平性和可及性,满足不同区域人群的就医需求,促进我国卫生人力资源平衡发展。

Abstract:Objective The aim of this study was to analyze the distribution and trend of health human resources in our country, and provide policy basis and references for the government to optimize the allocation of health human resources for health. Methods Data of health human resources in our country from 2011 to 2016 was collected using the method of agglomeration, and the population and geographical equity of health manpower resources in our country was analyzed. Results The distribution of health human resources in our country varied greatly by geography and population. The agglomeration degree of geographical distribution in Qinghai, Xinjiang, and other regions was far less than 1. However, according to the population allocation, the aggregate ratio of health human resources in Qinghai and Xinjiang was greater than 1. The fairness of the allocation of health technicians and registered nurses improved from 2011 to 2016, and the aggregate ratio of health technicians and registered nurses in the western region of the population allocation reached 0.996 and 0.986, respectively. The fairness of practicing (assistant) physicians remained to be improved. By the end of 2016, the concentration of physicians in central and western regions was 1.720 and 0.354, respectively. Conclusion It is suggested to optimize the fairness and accessibility of the allocation of human resources for health in our country, meet the medical needs of people in different regions, and enhance the balanced development of our country's human resources for health.
