1997-2005年重庆市卫生总费用筹资水平、结构及趋势变化分析

收集了1997-2005年重庆市卫生总费用筹资来源法测算数据，利用1997年平减指数对数据进行修正，对卫生总费用的筹资水平、结构及趋势变化进行了分析。重庆市卫生总费用年平均增长率为14．97％，对GDP的弹性系数为1．52，2005年人均卫生总费用为523．4元。政府预算卫生支出在卫生总费用中所占比例呈现增长趋势，个人现金卫生支出年平均增长速度为18．26％，在卫生总费用中所占比例超过60．00％。重庆市卫生总费用增长迅速，但筹资水平仍较低，个人现金卫生支出增长过快。政府应继续加强对卫生的资金投入，控制医疗费用的过快增长。

Analysis on the Financing Level, Structure and Changing Tendency of Total Health Expenditure of Chongqing City from 1997 to 2005

With the clara collection of total health expenditure of Chongqing city from 1997 to 2005 ancl the clata adjusted by 1997 GDP deflator, the financing level, structure ancl changing tendency were analyzed. The average speed of increase of total health expenditure was 14.97% ancl the elasticity coefficient to GDP was 1.52. The per capita total health expenditure in 2005 was 523.4 yuan. The percentage of government health expenditure to total health expenditure took on a increasing tendency. The average speed of increase of personal health expenditure was 18.26%, ancl the percentage of personal health expenditure to total health expenditure hacl exceeded 60.00%. The total health expenditure of Chongqing city hacl a high increasing speed, while the financing level was still low. The personal health expenditure increased too fast, so the government should augment the financing to health ancl control the increase of medical expenditures.
